Operation Varney

On 18th May 2005, Arriva buses are launching an Anti Social Behaviour (ASB) blitz for one week to address issues on and around their vehicles in Liverpool City Centre and outwards to tile southern suburbs of the city.

Offences of anti-social behaviour on buses generally and Arriva buses specifically have been occurring at a steady rate, these are generally committed by young persons both male and female. The offences consist of:


INTENTION

Anti social behaviour is recognised by both the governmental and local police forces as a major problem within local communities. This has directly led to Merseyside police running a major Anti Social Behaviour Operation to tackle these problems. Part of their operation is aimed at tackling Anti Social Behaviour on buses throughout the county-Crime Management will supplement that operation by working in close partnership with Merseyside police and Arriva Buses.

METHOD

Security operatives will deploy on board Arriva buses using the following methods:

Strategically placed vehicles in contact with operatives on the buses and at bus stops to provide rapid back up if required and again as confidence builder to transport system users and to deter potential offenders.

Evidence and intelligence will be gathered by these patrols to facilitate the rapid response of security officers and police officers, if necessary, to Hot Spots and Hot Times through out the Arriva transport routes.

This will be further enhanced by a local media campaign advertising an ASB Hot Line for members of the community to ring with information regarding offenders. A number has been set up by Crime Management Services. Merseyside Police will also have access to Crimestoppers intelligence which can be passed onto Arriva. Also, any intelligence resulting from this line and from surveillance by our operatives will be passed to Merseyside Police for subsequent action.

ASBO's relating to persons carrying out criminality on Arriva buses will be robustly acted upon and any breaches will be reported.

Crime Management Services operatives have access to their dedicated 24 hour control room in Liverpool City Centre and this can be reinforced by mobile operatives and Merseyside Police.

The Operation will be measured by the following performance indicators:

All operatives will be fully briefed prior to each tour of duty and debriefed at the conclusion of each tour.
