Operation Varney
On 18th May 2005, Arriva buses are launching an Anti Social Behaviour (ASB) blitz for one week to address issues on and around their vehicles in Liverpool City Centre and outwards to tile southern suburbs of the city.
Offences of anti-social behaviour on buses generally and Arriva buses specifically have been occurring at a steady rate, these are generally committed by young persons both male and female. The offences consist of:

Criminal Damage on board the buses and similar offences being caused at bus stops.

Public Order Offences including using abusive, threatening and intimidating behaviour to members of the community
including employees of Arriva.

Drug use on the buses with the smoking of cannabis being a common problem.

Gangs gathering in bus stops and depots who are not individually causing offence but are intimidating to users of
the transport system.

Theft and attempted theft from employees.
-
Robbery and theft offences against users of buses particularly young persons on young person's offences.

Abuse of alcohol and alcohol related offences by both young persons and adults.

Breach of Anti Social Behaviour Orders.
INTENTION
Anti social behaviour is recognised by both the governmental and local police forces as a major problem within local communities.
This has directly led to Merseyside police running a major Anti Social Behaviour Operation to tackle these problems. Part of their operation is aimed at tackling Anti Social Behaviour on buses throughout the county-Crime Management will supplement that
operation by working in close partnership with Merseyside police and Arriva Buses.
Through working with our partner agencies the following outputs will occur:

Reduction in damage on the buses and at bus stops.

Reduction in disorder as above.
-
Reduction in the number of youths congregating at bus stops and depots.
-
Less intimidation of persons using the transport system.

Reduction in criminality on the transport system.

Reduction in damage on the buses and at bus stops.
In turn the following outcomes will occur:

Huge increase in public safety perceptions generating higher usage of the transport system.

Safer environment for employees.
-
Higher profits from greater usage of the transport system.
METHOD
Security operatives will deploy on board Arriva buses using the following methods:
- Covert -Travelling undercover to detect offenders through surveillance and arrest of offenders leading to subsequent
prosecution.

Overt - Travelling on the system wearing high visibility clothing and personal identification to provide a feeling of
safety to members of the community using Arriva services and a high level of visible deterrence to potential
offenders.
Strategically placed vehicles in contact with operatives on the buses and at bus stops to provide rapid back up if required and again as confidence builder to transport system users and to deter potential offenders.
Evidence and intelligence will be gathered by these patrols to facilitate the rapid response of security officers and police
officers, if necessary, to Hot Spots and Hot Times through out the Arriva transport routes.
This will be further enhanced by a local media campaign advertising an ASB Hot Line for members of the community to ring with
information regarding offenders. A number has been set up by Crime Management Services. Merseyside Police will also have
access to Crimestoppers intelligence which can be passed onto Arriva. Also, any intelligence resulting from this line and from surveillance by our operatives will be passed to Merseyside Police for subsequent action.
ASBO's relating to persons carrying out criminality on Arriva buses will be robustly acted upon and any breaches will be
reported.
Crime Management Services operatives have access to their dedicated 24 hour control room in Liverpool City Centre and this can
be reinforced by mobile operatives and Merseyside Police.
The Operation will be measured by the following performance indicators:
- Arrests
- Offences committed
- Reduction of offences
- Public satisfaction survey completed by Arriva
- Quantitive rise in number of persons using system
- Intelligence reports submitted to Merseyside Police and Arriva
- Reduction in damage to property belonging to Arriva
All operatives will be fully briefed prior to each tour of duty and debriefed at the conclusion of each tour.
