Operation Varney
On the below dates officers from Crime Management Services (CMS) patrolled the routes as described. Officers worked from 18.00 hrs each day and concluded their tour of duty at 0000 hrs.
A debrief sheet was completed after each incident.
The most effective methodology was high visibility patrolling and we recommend that this was done more often than covert
activity. However, it must be stressed that both of these methods complemented each other, and it is important to carry out
both, so that offences are detected and people using the transport systems and abusing the rules are left with no doubt about
enforcement.
Not included in the lists is the number of occasions young persons were quickly warned regarding their rowdy and anti social
behaviour on board the buses and also in the bus shelters. More often than not this was a fleeting warning and on all
occasions these youths were surprised and respectful. On average these warnings were made approximately 8 to 10 times per
evening.
From CMS activity it is apparent that whilst there are hot spots and hot times, antisocial behaviour can occur at almost any
time and also at any location due to the fact that the offenders are on a transport system.
It is also very apparent that there are advantages to partnership working involving the local Police Service, in this case the local Neighbourhood Inspector Stephen Melia, whose support and officers were invaluable, and a separate letter of thanks has
been sent to Stephen and his officers.
In all 72 persons were spoken to and 22 incidents of ASB were actively dealt with, to complement this there was the high
visibility aspect which is difficult to quantify.
